We have empty spaces where people can be housed. Disincentivize leaving those empty. Staff them like this is the emergency that it is.

One discrete thing that maybe I did not elaborate on too much is a well-thought-out and supported peer support outreach program to help people out of active addiction by showing them something different and better is possible.
